These appear as NPCs and are Villagers with a special fate. The Eye of Janthir is used by the player in the Divinity Coast mission to locate them, so that the White Mantle can take them to their temples and the Unseen Ones. Once they arrive at the temples, they are believed to be trained to become great soldiers, and then stationed into the White Mantle military.
