Compared to WoH, this is pretty underpowered. And no, the solution isn't to nerf monks more.

Elite Spell. Heal target ally for 20...108...130 and up to 2 additional allies near target ally for 10...82...100.
Something like Healing Ribbon, except with higher healing capacity, lower energy, and the ability to self target. It's not much higher healing than Ribbon, but it may need to be adjusted to keep from being overpowered.
