Acquisition
Obtaining a festival hat for the first time requires three steps:
- Completing a relevant festival quest
- Claiming the quest reward, a festival hat token. (Each festival, only one token may be obtained per account each year.)
- Turning in the token to the relevant festival hat NPC.
Duplicate hats
You can create as many copies of a festival hat as you like, after showing the original to a festival hat maker. This allows any character on your account to wear any hat, without having to fulfill the requirements above.
Properties
Festival hats share common properties:
- They are customized to the original recipient.
- They cannot be salvaged.
- They have no armor rating and cannot be upgraded with runes or insignia.
- Unlike other costumes, most hats cannot be dyed.
- Dyeable exceptions are: Tengu Mask, Lion Mask, Dragon Mask, Sinister Dragon Mask, Imperial Dragon Mask, Mirthful Dragon Mask, Tricorne, Jester's Cap, and Festive Winter Hood.
- They can be identified once, although this will not reveal any value nor allow them to be sold to a merchant.

Notes
- Masks that allow you to keep your hair cannot be dyed.
- According to Kristen Perry, masks lack a dye channel for the dervish professions (since that space was originally use by their hood). (source)
- Each account may obtain one hat from a specific festival each year by trading the relevant token to the relevant supplier.
- Festival hats can traded, but they cannot be worn by other characters.
Trivia
- Before the 17 December 2009 game update, festival hats used your character's headgear slot.
- They had an armor rating of 0 and could be infused and upgraded with runes; some of them, such as the Mummy Mask, included an insignia slot.
- Since the update, festival hats are Costume headpieces that are worn (in effect) on top of your armor; visually, they appear to remove and replace any existing headgear.
- Hats that were created prior to that update are still able to be worn in the headgear slot.
- Prior to the 21 June 2012 update, these were considered prestige items, demonstrating that individual players participated in the relevant event. Due to lack of resources, ArenaNet has decided not to create any new hats for future festivals. [1]
- Originally, there was at least one new hat for each major special event (e.g. Dragon Festival or Wintersday). Each festival had its own specific requirements (generally announced on the official events page), typically distributed as part of the event's finale and usually obtainable after the event in exchange for a large quantity of a special event item.
- During the finale, if a character's inventory was full, the hat would be dropped on the ground, assigned to the character (and could be picked up by anyone after the assignment period ended).
