Hero armorer

From Guild Wars Wiki

A hero armorer can upgrade the armor of your heroes. The upgrade changes only the appearance of the armor, not the stats. These NPCs are tagged with "[Hero Armor]" after their name. Once a hero armor has been upgraded for the first time, it can be freely switched with the default armor and back. Note that upgrading hero armor will not cause any applied runes or insignias to disappear.
