The Ice Crown was obtained from the Avatar of Grenth at Lions Arch and Kamadan during the Wintersday 2007 festival events. It was also possible to obtained from Festival Hat NPCs until noon PST (8 PM GMT) on Thursday, January 8th. The white hair is a part of the hat and replaces a character's original hair. On the January 10th 2008 update, the Ice Crown's appearance was changed as seen below.
