The Norn Sword can be crafted from the Weaponsmith Keti for 40

Dye
Dye affects the entire sword. The pommel, handle and the blade's etching will dye to the color specified while the blade will become lighter or darker. The default color can be closely replicated using yellow dye.

This can only be crafted if you are rank 4 (Slayer of Giants) in the Norn title track.
