The Tribunal is essentially the same location as the Consulate, but with quest-specific triggers and character-specific elements. It is accessible only as part of the quest Trial by Fire. The whole sequence of events that occurs in this location is scripted and the outcome will always be the same regardless of the actions or dialogue responses that you choose.

Getting to this location is only possible as part of the Trial by Fire quest.
