Issue
Too long cast time and recharge time to be used effectively.
Suggestion
Change cast time to either 3/4 seconds or 1 second and recharge to 15 or 10 seconds.

Effect: Spell. Target foe takes 1 damage for each point of your actual maximum Energy.
15 Energy 1 Activation time 15 Recharge time

This way this spell will be seldom used along exhaustion spells, but provides spike assistance.

Lack of breakpoint at 15+
Suggestion
Effect: change progression to 1...2...3. No one runs 15+ Energy storage anyway, so those foolish creative enough to do so ought to get a little treat. This would also make Master of Magic builds more feasile (indirectly).

This skill is one of the best skills for ele in HM because it ignores armor but does not cause exhaustion.

Suggestion 1
Effect: Spell. Target foe takes 1...3...3 damage for each point of Energy you have (maximum 130 damage).
15 Energy 2 Activation time 15 Recharge time
Suggestion 2
Effect: Spell. Target foe takes 1...2...3 damage for each point of Energy you have (maximum 130 damage).
5 Energy 2 Activation time 15 Recharge time
