Issue
I just think this skill is underpowered and is in need of a serious buff :P
Suggestion
I thought of something like " Elite Hex Spell. If target foes is casting a Spell or a Chant, that Skill is interrupted and for ?...?...? the interrupted foe cannot regenerate energy and suffer energy degeneration of -2. " ?cost/0.25c/?recharge

Issue
This skill is very weak, and its effects are too futile to justify the elite status or even the skill slot. Plus, it is no longer useful as a basic fast recharging interruption due to the multiple buffs to Power Spike.
Suggestion
Simply altering the numbers (5 energy cost, 8 recharge, -3 energy degeneration, etc, whatever) would be good but a bit unimaginative.
Since the effets require an interruption, it can afford to be painful to the target, like -3 energy degeneration (besides the fact that it locks you at low energy, it would still be inferior to Power Leak, not to mention that the hex can be removed), but more importantly, it could benefit the caster as well. My suggestion is this : make it a "flux". As long as the hex is not removed, you gain energy regeneration, like Ether Lord. It would be probably lackluster, but right now the skill is horrible.

I was looking for some underpowered mesmer skills and found this one
Suggestion
Rework the skill to: "If target foe is casting a spell or chant, target skill is interrupted and target foe has -0...-1 energy regeneration for 5...9...10 seconds. When this hex is reapplied before it is expired, target foe suffers from + -0...-1energy regeneration. If you don't interrupt a spell or chant, this skill is disabled for 15 seconds (5 energy, 1/4 casttime, 5 recast)"
Example: Mesmer interrupts Elementalist, Ele gets -1 energyregeneration, after 6 seconds, he gets interrupted for the second time, he gets -2 energyregeneration and so on
Maybe include a energydegenerationmaximum at -2...-3...-4
Looks like the opposite skill, maybe change this too [1][2]

Issue
It's... still underpowered.
Compare it for example to Power Leak. Power Leak takes twice as long to recharge, but drains nearly three times as much, and isn't elite. What's more, this can be removed (not saying it will but it can), decreasing it's usefulness even less.
Suggestion
Firstly, increase the degen to -3, or make it scaling like -1...-3...-3. Even then though it won't cause a significant amount of energy loss, and people still won't really look at it much, so could probably do with a minor secondary effect as an extra buff and to get people's attention. For example:
1) Target cast spells 20% slower.
2) While casting spells, target has an additional -1 or -2 energy degen.
3) When interrupted, target loses 0...3...4 energy.
Or something that fits in with the "flux" theme.

Issue
Leads to an energy loss of less than 7 per ten seconds, versus power leak with 16 every twenty seconds. Ether phantom is a better skill for energy denial.
Suggestion
Elite Hex Spell. If target foe is casting a spell or chant, that skill is interrupted and for 6 seconds, that foe has -2...-10 Energy degeneration.

Issue
In PvE, this skill is useless. Not only it's weaker than Power Leak, but also energy denial borders on completely irrelevant on the PvE part of the game. At the same time, mesmers are often refused from groups in favor of rangers even regarding enemy disruption - Hard Mode makes common interrupts less powerful, and rangers have a reliable source of daze in Broad Head Arrow.
Suggestion
For PvE only, change the skill to, "If target foe is casting a spell, that spell is interrupted and for 4...9 seconds, that foe is Dazed”. Increase energy cost and recharge to 15.

Issues
1 - As as energy denial it is inferior to debilitating shot and to Power Leak (3 times less energy loss in both cases, and it is over 10 seconds)
2 - Weak effect over a long time (weak pressure)
3 - Expensive for it's effect
I suggest either
1 - Increase energy loss.
Elite Hex Spell. If target foe is casting a spell or chant, that skill is interrupted and for 4..9..10 seconds, that foe has -2..-4 Energy degeneration.
10 Energy 1/4 Activation time 10 Recharge time
2 -Increase hex duration.
Elite Hex Spell. If target foe is casting a spell or chant, that skill is interrupted and for 6..14..16 seconds, that foe has -2 Energy degeneration.
10 Energy 1/4 Activation time 10 Recharge time
3 - Decrease energy cost.
Elite Hex Spell. If target foe is casting a spell or chant, that skill is interrupted and for 4..9..10 seconds, that foe has -2 Energy degeneration.
5 Energy 1/4 Activation time 10 Recharge time

The third change is more useful for mesmer, as it provides a relyable interrupt.

Issue
This skill doesn't have the same amount of Energy drain that other skills offer (especially Power Leech) and being elite is much less powerful than other non-elites (even the nerfed Power Leak is a better alternative to this skill. Many good elite skills do the job of two non-elite skills - and this skill should be changed to reflect that. Power Spike and Power Leak combined would make a strong interrupt in both high level PvP (because of the Energy drain) and low level PvP (because of the Health loss). As elite interrupts in PvE are generally worthless - this change being PvP-oriented doesn't hurt anyone.
Suggestion

Spell. Interrupts a spell. Interruption effect: foe takes 30...102...120 damage and loses 1...8...10 Energy.
