Overpowered in hexway due to the AoE effect.
Suggestion
Get rid of the AoE effect for PvP; not necessarily PvE.

82.83.40.124's Issue

Issue
Too much synergy with Backfire and Wastrel's Worry, causes 230 damage for monks at 15 dom with any skill activation, no counters exist due to enchantment removal and it is not acceptable for any spell caster class to get killed by Wastrel's Worry and Overload alone (150 dmg every 3 seconds = death in 10 to 12 seconds), that's way too overpowered and just "out of character" for the Mesmer class.
Suggestion
Move VoR away from Domination Magic e.g. to Inspiration Magic so you cannot either deal 230 shutdown damage or 150 armor-ignoring damage every 3 seconds. Or make some exception to VoR triggering, like signets and plain skills.

74.229.66.241's Issue

Issue
Too efficient with veil removal, cover hexes, and backfire/empathy/other hexes. Can interrupt any hex removal as well as remove previous ones when with a good mesmer. With a WoD or SB necro the damage is increased to a painful level and shutdown even harder to even consider getting around. Especially painful in RA/TA where you can't rely on much else but yourself monking.
Suggestion
Make a counter, it's a strategy game and everything has it's ifs buts and ors about it. Why not make it empathy+backfire. If target foe(s) attack or cast a spell they take x damage. So signets and stances are still a fair alternative from the rest of the beating you will take because their just one member of a team. 74.229.66.241 17:37, 24 September 2008 (UTC)

Skills are the meat and bones of Guild Wars, especially competitive play. Making a long duration skill that says "Whenever you use a skill, take 100 damage" might as well say "Don't play this game." Simply put, this skill prevents people from playing the game.
Solution

10 Energy¼ Activation time20 Recharge time - "For 3 seconds, whenever target foe uses a skill, that foe takes 10...66...80 damage and this is renewed for 3 seconds."

FAR to overpowered in PvP and far to good synergy with e.g Backfire and Empathy.
Solution

It's a degenerate spam skill that contributes nothing positive to this game (on the pvp side at least).
Solution
Lower duration to 6 seconds. Do the same to backfire. Maybe lower recharges a bit too, but honestly I don't think it'd be needed. This puts it in line with skills like shame and diversion, creating a window of shut down rather than just causing target player to not be able to play the game.

Is balancing this really that hard?

Overpowered, un-fun game mechanic. But everyone else here appears to be just as bad as Izzy at balancing the game, if not worse.
Suggestion
10e 2s 15r "For 8 seconds, target foe and adjacent foes take (current damage) whenever they use a skill while not under the effects of another Mesmer hex". Goodbye, Wastrel's Worry spam. This nerfs most of problems without resorting to lame, retarded crap like 25/90.
Another possible addition would be "When VoR ends, all of your skills of the same attribute are disabled for 5 seconds." This prevents "perma-shutdown" skill chains where you repeatedly alternate Backfire and VoR(you will use GoLE with this if you're any good at making builds), keeping a caster shutdown 90% of the time

15 Energy¼ Activation time20 Recharge time - (Domination Magic) - Elite Hex Spell. Also hexes foes adjacent to target. For 6 seconds, these foes take 15...75...90 damage whenever they use a skill. Renewal: Visions of Regret is refreshed for 6 seconds whenever foes use a skill.. Your Domination spells are disabled for 5 seconds.

Blatantly overpowered, completely shuts characters down, gets covered by Wastrel's Worry spam
Suggestion
Change to "current damage whenever target uses a skill that targets a foe" or "half damage if a skill does not target a foe". That way it isn't "Remove target player and all adjacent players from the game for 10 seconds".
