Issue

Recharge is too long - it makes this skill worthless in slit-situations.

Suggestion

Lower recharge to 20 seconds. Add 15% (20%?) Speed Boost.

This skill is useless.

Recharge too long to be worth anything, bad implementation. Warriors could use some condition removal, and this could use a rework.
Suggestion
1e 6r "Shout. Lose a condition. For 3 seconds, you gain +1...6....7 health regeneration for each remaining condition."

This skill has an unwieldy recharge for it's non-maintainable and weak effect. All it does is alleviate some of the problems with most conditions, only truly countering the weakest degeneration condition, Bleeding.
Suggestion

6 Adrenaline0 Activation time5 Recharge time

Shout. Lose 0...2...3 conditions.
Changing this to remove the conditions makes it much more useful in areas where the warrior may not have a full backline to remove them for him. Making it require adrenaline makes it much less useful unless you charge it in anticipation. If you recklessly throw this out every time you get a condition on you, then you won't have it ready when you're about to spike and Blind is tossed on you. If it is uncharged and you're Blinded, this skill is practically useless. Making it require charging adrenaline makes it's effect on the battlefield dependent on the Warrior's patience and skill. If 3 conditions at high levels of strength is too much, then it can always be tuned down.

Issue

Recharge is too long, useless unless your trying to buy time for condition removal from a buddy, Any secondary condition removal skill is prefered over this skill (Mending Touch). Only delays the inevitable as opponents wait out the duration

Suggestion

Reduce recharge and scale every aspect to strength to deny the use of skill by non warrior professions... include a single condition removal to give skilled opportunity to remove a key condition such as blindness(but allows skilled opponents to cover conditions) if you use it only to remove a single condition then you will not gain the benifit of the health regen. The shout does not last long enough to act as a viable health gainer against degen pressure but buys your party time to deal with the hexes/conditions. Add hexes to the heath gain aspect to help warriors resist (but not stop) the armor ignoring anti melee hex sets used against them (Empathy/Incidious/VoR/Insert hex here)

5e 20r "Shout. Lose 0...1...1 condition. For 6...12...15 seconds, you gain +1...3...5 health regeneration for each remaining condition or hex."

This will reward higher strength warriors with some lastability... but weak warriors or non warrior will not find this skill useful.
