Issue
10 energy means Paragons can still use this better than Warriors
it only works against Rangers and Paragons and people that wand (+60 armor to all all non melee/elemental damage (since it is a short window) which would include wanding/spears/bows)
non-interruptible with duration
Suggestion
reduce to 5 energy

Paragon/Warrior Issue

This skill is much better on Paragons than Warriors. As such it can't be buffed to be good on Warriors since it'd be too OP on Paragons.
Suggestion
Decrease cost, duration and recharge so that the fact that it can't be removed is not such a big deal (i.e. it's easier to wait out and if you kill/pressure the user you're more likely to prevent it's use or even divert it) but yet the overall cost and duration:recharge ratio stay roughly the same. Then re-work it slightly so that it's a bit more powerful for use on Warriors. E.g.:

Shout. For 2...6...7 seconds, you and all party members within earshot gain 1...7...8 armour and a further 12...42...50 armour against incoming projectile attacks.
The flat armour bonus would make it a bit more powerful but not too much since it's not a big bonus (and it won't stack with people who already have +25 or more). The fact that the armour bonuses now scale with Tactics as well as the duration means that more Tactics makes it sorta exponentially more powerful - thus, it's better on a warrior with a rune than a paragon without (especially since a paragon will need quite high Leadership for their energy as well as Spear Mastery, whereas a Warrior could probably get away with sacrificing a point of Strength or two). What's more, the shorter duration means that it's less passive and more vulnerable to, say, diversion.

Huge, expensive armor bonus but only against ranged attacks.
Suggestion
Shout. (0...5...6 seconds.) Party members in earshot have 100% chance to block while activating skills and +0...20...25 armor. Ends after blocking.

Now it would give either decent damage mitigation or 1 guaranteed block if you use a skill.
