The Costume Brawl outpost uses the same map as the southeastern portion of the Zaishen Challenge outpost, beyond the gate. The only NPCs are level 20 Guard of the Isles.

Speak to Bobby [Costume Brawl]—in the towns of Lion's Arch, Kamadan, and the Great Temple of Balthazar.

Bug.It is possible to get behind the Guard of the Isles that stand in front of the waterfall. To do this, stand back from the furthest left guard and click just to the right of the top of the waterfall.
