Crippling
From Guild Wars Wiki
Crippling is a weapon upgrade that lengthens the duration of the Crippled condition that you inflict upon your foes and yourself by 33%. This affects cripple inflicted by any skill, not just from attack skills, as long as the weapon is equipped when the skill is used.

Anomaly.Despite the in-game description, this upgrade will also increase the duration of any self-inflicted cripple (i.e. from Illusion of Haste).
