Here's the work around: Place an NPC in all "Epilogue Areas", including Prophecies, Factions, and Nightfall.

This NPC would be a Crafter who can re-roll dedicated minipets into new random undedicated ones if the player also provides either 4 Epilogue tokens (1, 2, 3, 4) or All-inclusive End game collector items **


Limitations: The crafting of Epilogue Tokens at this NPC should be limited to 20 per account (or 5 rerolls total) every 6 months using the same code that Nicholas the Traveler‎ uses to track account gifting.
