Feedback:User/SAL/Selfless Spirit change

While the first change that was initially made to this skill made it overpowered, the current version just doesn't seem quite effective enough. I propose the following change to balance it out, hopefully making it more useful without being too overpowered. The base -3 energy cost always seemed strange to me, because it made this skill have a much greater effect on low energy spells, while having little effect on high energy spells. A percentage drop in energy seems like a more fitting and balanced way to go. With this balance in place, I think the skill could be buffed in terms of recharge time and being attributable to all monk spells, which would make it more useful without overpowering it.
