Dye affects the entire weapon but does not affect the animated glow. Dye only affects certain collector and weaponsmith variants of the Protective Icon. Loot, certain collectors', and certain weaponsmiths' variants cannot be dyed. The default color can be closely replicated using a mix of purple and silver dye.
