This quest is quite easy, all it requires is for you to retrace your path taken in the previous quest back to Guardsman Pah.
Alternatively, map travel to Nahpui Quarter and return into Wajjun Bazaar to Guardsman Pah.

- "Guardsman Pah has not completed the proper scrollwork at the Ministry of Flame. Please ask him to refrain from making requests of me without going through the proper channels."
Accept: "I'll tell him."
Decline: "I am not your messenger."
Ask: "Please deliver my message to Guardsman Pah before he sends someone else to pester me."

- "I am very sorry to hear that. The ministry does not seem to understand that this situation allows us no time to wade through piles of scrollwork."
