Zuor is granted the honor of protecting the Garden of Seborhin from unauthorized access. Only Vabbian royalty and those in their company are granted entry. As such, for your party to gain entry, Tahlkora need to be present in the party.
Completing the primary quest Attack at the Kodash and acquiring the follow-up quest of Heart or Mind: Garden in Danger will prevent access to the Garden of Seborhin until completion of the campaign. The portal instead leads to the Nightfallen Garden instead (and Tahlkora is not needed to gain entry).

This gateway leads to the Majestic Garden of Seborhin. It is the most beautiful spot in all of Vabbi. Entrance is only granted to those traveling with royalty.
- Please let me in. I am traveling with Princess Tahlkora, daughter of Mehtu the Wise. (option is available only if Tahlkora is in your party)
- The garden is yours to enjoy. Please stay as long as you would like. Are you ready to enter?
