Hex Spell. Whenever a Celestial creature dies, For 30 seconds all nearby foes are hexed with Star Shards. Star Shards does damage equal to the next skill damage that foe takes.

This skill was likely intended for Celestials in the Nahpui Quarter mission, but was possibly replaced for the feature that causes Celestial bosses to spawn accordant Celestial Essences upon death.
