I neither had Kormir in my party (never even had her on any character on my account) nor did I have to dance to open the passage to Dasha Vestibule, I do believe completion of a certain main quest or mission is required (one before the grand court and after tihark, I think I tried before calling the order which would mean it's either calling the order, dzagonur or pledge of the merchant princes.
