[edit] Enchantments bug

Bug Bug.
If an of Mastery upgrade increased the variables of an enhancement (e.g. enchantment spell) it will not reset on reapplying but instead when the enhancement would normally run out

It's not a bug with this upgrade, it's how skills behave. When you cast enchantment with lower attribute than enchantment already applied you won't change dependable on attribute effect. You will reset the duration though and dependable on attribute effect will change at the moment when first enchantment would end. Same with shouts and I assume anything that has its duration.
