Follow the savage Nornbear through many areas of the Far Shiverpeak in order to make Jora your ally.

Head out from Eye of the North into Ice Cliff Chasms to find Jora standing outside. Talk to her to find out how Ogden may be able to gain her help. After the exchange, head north towards Norrhart Domains. Upon arrival, your party will encounter the Savage Nornbear. Defeat it and it will flee. There's nothing else you can do so head northeast towards Gunnar's Hold to talk to Gunnar Poundfist.

Gunnar will direct you to look for Sif Shadowhunter. Head back into Norrhart Domains and head northwest this time, towards Drakkar Lake. When you arrive at Drakkar Lake, your party will encounter the Savage Nornbear again. Defeat it and it will flee yet again. Head straight north to the northeastern corner to reach Sifhalla. There, Sif will ask your party to help defend Sifhalla from the Savage Nornbear's raid. You be transported into an explorable version of Sifhalla where the Savage Nornbear will spawn momentarily. Just defeat it and watch a cutscene. After that, you will be brought back to Sifhalla and you can claim your reward and the follow-up quest (added automatically).

Jora

"An unearthly creature, the Nornbear, ravages my homeland, and it is my duty to stop it. I have tracked it throughout the far shiverpeaks, but it continues to elude me. My soul will not be at peace until this land are rid of my wretched beast. The Burden is mine alone, although I doubt you will understand that. But, you will never gain the trust of our people until you learn our ways. Seek out Gunnar Poundfist in his Heartstead to the north. He will tell you more about my people."
Accept: "Dialogue option for accepting the quest"
Decline: "Dialogue option for declining the quest"
When asked about quest: "You are welcome to hunt as you please, but I must seek this beast alone."

[Party Leader Name]: "We'll keep an eye out for this savage beast, Jora."
Ogden Stonehealer: "Aye, and if we help you, you'll help us, eh?"
Jora: "My task is my own. Your offer is appreciated, but I am Norn. We succeed or fail through our own measures, without the help of others."

[Party Leader Name]: "That's the Nornbear that Jora is after! Slay it before it harms anyone else!"
Vekk: "Astounding. Finish the job so we can leave, will you?"
[Party Leader Name]: "This Nornbear is quick on its feet. Keep looking. It can't have gotten far."

"So Jora sent you? Poor girl; she but a shell of her former self. It all started with that cursed Nornbear. I fear Jora like any Norn, will never accept your help, but that doesn't mean that you can't claim this Nornbear as your own prey. Here is what you should do: Sif Shadowhunter is a respected hunter among our people. If anybody can help your track down that ravaging abomination, it would be her. Find her in Sifhalla, northwest of here."

When approaching Jora:

Jora: "Careful, now. Don't mix your culmsy footprints with those of my prey."

When encountering the Nornbear:

<party leader>: "The Nornbear again! Don't let it get away."
Ogden Stonehelaer: "At last, let us be done with this distraction! Taste my axe, you oversized rug!"

After defeating the Nornbear:

<party leader>: "We lost it...again! Perhaps a Norn hunter could help us. They know this area. Sif Shadowhunter said there was nothing wrong in accepting help. Let's seek her out."

[Party Leader Name]: "The Nornbear again! Don't let it get away!"
[Party Leader Name]: "We lost it... again! Perhaps a Norn hunter could help us. They know this area. Sif Shadowhunter said there was nothing wrong in accepting help. Let's seek her out."

Jora: "I could hear you coming from a league away! It's a wonder your family never starved." (Quote)

"I heard you were looking for me. You're the ones hunting the Nornbear, no? Consider yourselves lucky to still be alive. Its lair is nearby. The beast has raised my stead many times of late. Make yourself useful and help me put an end to this menace. It's only a matter of time before it attacks again."

Sif Shadowhunter: The Nornbear approches. Slay it in it's tracks!
Jora: Turn and face your judgment, abomination!
[Party Leader Name]: It's gone! We must track it quickly!
Sif Shadowhunter: It's about time you showed your face, Jora.
Jora: I've been hunting him all this time.
Sif Shadowhunter: Hunting is not trapping. It is time you accepted help. Let us appeal to the wolf spirit, find this menace, and put an end to it.
Jora: I know what must be done.
