Seeping wound needs a buff it's not nearly powerful enough to be elite.

Perhaps:
For 5...17 seconds, if target foe is suffering from Bleeding or Poison, that foe suffers -1...3 Health degeneration and is crippled. (Keep the foe at your feet, not as effective as the first one.)


or maybe:
For 5...17 seconds, if target foe is suffering from Bleeding or Poison, that foe suffers -1...3 Health degeneration and looses 2...6 health each second. (a way of getting more health "degen" than the cap allows.)


It falls under critical hits, so maybe you could have:
For 5...17 seconds, if target foe is suffering from Bleeding or Poison, that foe suffers -1...3 Health degeneration and you have a +3...13% chance of landing a critical hit for each of the two conditions. (meaning you have a total of +6...26% if the foe is both bleeding and poisoned.)


For 5...17 seconds, if target foe is suffering from Bleeding or Poison, that foe suffers -1...3 Health degeneration and you gain +1...3 health regeneration.


For 5...17 seconds, if target foe is suffering from Bleeding or Poison, that foe suffers -1...3 Health degeneration and 10...30% movement reduction. (might be a lil high)


There are plenty of things you can do to make the skill more presentable and useful, especially for being an elite.

(these are ideas that ive just been to lazy to put in description as of now)
+ shadow step
make 1...3 life stealing
+ dmg for poison or bleed attacks
+ weakness/cripple/daze (this could also be just add condition or add condition if foe is both bleeding and poisoned)
