Yes, it is overpowered if it affects attacks with any weapon, but this way it's completely useless.
Change to: Elite Enchantment Spell. (5...17...20 seconds.) Your dagger attacks are unblockable and deal +5...21...25 damage. Ends the next time you fail to hit.

Locust's Fury Elite Enchantment Spell. (10...30...35 seconds.) You have +50% chance to double strike. No effect unless you are wielding daggers.
Not much use.
Change to: Elite Enchantment Spell. (10...30...35 seconds.) You have +50% chance to double strike. Your double strikes deal +10...30...35 damage. No effect unless you are wielding daggers.
Or: Elite Enchantment Spell. (10...30...35 seconds.) You have +50% chance to double strike. Your dagger attack skills have a 20% chance to hit twice. No effect unless you are wielding daggers.

Malicious Strike Melee Attack. If target foe has a condition, this attack deals +10...26...30 damage and is a critical hit.
What's the point? It doesn't fit into a dagger chain and is useless for secondary assassins (thinking of D/A for example).
Change to: Melee Attack. If target foe has a condition, this attack deals +10...26...30 damage, is a critical hit and counts as an off-hand attack.

Palm Strike Elite Touch Skill. Deals 10...70...85 damage. This skill counts as an off-hand attack.
Although damage-wise a really good skill, it's not worth the elite slot if you look at Golden Phoenix Strike, which will result in ~60dmg without wasting your elite slot. It also has less recharge and is almost without requirement, since getting an enchantment is more than easy.
Change to: Elite Touch Skill. Deals 10...47...60 damage and target foe is knocked down. This skill counts as an off-hand attack. (15
