Hello Truthseeker, welcome to the wiki. The gr-template, which we currently use is based on a discussion on Guild_Wars_Wiki_talk:Formatting/Skills#Attribute_levels_in_skill_descriptions. Also on page Guild_Wars_Wiki:Formatting/Skills, this use of 0..12..15 has been implemented in the official formatting.
