Very creative and fun concept, however because it carries no bonus damage and a long recharge it rarely sees play. It should be beefed up to contend with the more popular skills.
Suggestion
5Energy ½Activation time 6Recharge time
Dual Attack. Interrupts an action. Deals +8...18...20 damage if an action was interrupted, and inflicts Exhaustion if the interrupted action was a spell or chant. Must follow a lead attack.
The function of the skill doesn't change much, but seeing some +damage and a quicker recharge would definitely make this skill playable.

Dual Attack. Interrupts an action. Deals +5...10...11 damage. If a spell or chant was interrupted, it inflicts Exhaustion. Inflicts Deep Wound if foe's health is below 50%.
