Issue
Again, I just think of this skill as underpowered and could use a small change ^^"
Suggestion
I was thinking of making it something like "Stance. For ?...?...?, your Signets recharge and activate ??% faster" maybe max 33% @ 15 Fast Casting ^^
?cost/?recharge
I know its most likey not to be on the top of the list for skill balance, but I just wanted to share some of my ideas :P

It's heavy energy costs prevents use without relying exclusively on signets.
Suggestion
Reduce energy cost to 5.

the above is all fair and well, but remembering that fast casting affects signets, half of the effect changes are moot.
suggestion 1
hmm it could always be used to improve the shutdown role of a mesmer if its effects were changed. eg one random foe in the area loses 1 energy and :1/4 of a hit of adrenaline each time a signet is used. this skill ends if a signet is interrupted. <lasts 20 seconds, recharge 30, energy 5>

this is my favourite idea:
suggestion 2
skill. every time you use a signet, one of your signets randomly recharges for each signet on the opponent's bar. if there are no signets, you :gain;3..6..9 energy and there is a 25% chance for one of your signets to randomly recharge after a signet/skill is used.

Suggestion

5 Energy1 Activation time15 Recharge time Enchantment. For 1...7...9 seconds, you move 10...28...33% faster. This Enchantment is renewed whenever you successfully use a Signet. (Usage with Healing Signet may be too strong though?)
