Anomaly Anomaly.Contrary to the concise description, Guilt will take effect if the hexed character attempts to cast a spell on any NPC hostile to them, including other foes. For example, in Varajar Fells, an Ice Imp's Maelstrom will fail if they attempt to cast it on a Modniir Hunter.
