Issue

There are several issues with this skill. Firstly, the fact that Palm Strike is a "skill" instead of an "attack skill" means that as you cast it, your target is able to use whatever the cast time is on palm strike, as well as a 0.75s aftercast to kite from you. Secondly, the recharge time on the skill is unwieldy, as it doesn't line up with any dual attacks.

Suggestion

The easiest way to bring this skill into play is through two venues. Either allow the player to be able to use Palm Strike on moving foes, or give a bonus for players using this skill on a stationary foe. Through either of these, adjust the recharge time so that it lines up with some kind of dual attack, and damage accordingly to the power of the elite.

The former can be done through..

5e, 1/4c, 8r. Elite Skill. Target touched foe takes 10...63...75 damage. This skill counts as an off-hand attack.

Or the latter..

5e, 3/4c, 12r. Elite Skill. Target touched foe takes 15...51...60 damage. If that foe is not moving, that foe is knocked down. This skill counts as an off-hand attack. (50% failure chance with Critical Strikes 4 or less.)

Aftercast gives time to prot or escape from an assassin spike.

Suggestion

5e 3/4c 12r Elite Skill. Shadow Step to target foe and that foe takes 10...70...85 damage. This spell has one third (half?) normal casting range and counts as an off-hand attack.

Suggestion

Remove aftercast, decrease damage, decrease recharge.

Aftercast makes it hard to use.

Suggestion

Change it into an offhand attack.
