Issue

you can spam it, its aoe, and is better then most elite snares, for a aoe snare it snares for way to much, and it last way to long.

Suggestion

reduce the snare to 40% and add a longer recharge so people have to THINK when they use it.

Also this change only needs to be applied for pvp no need to change it for pve.
