Issue
Lava Arrows seems to be a rather derided skill among experienced players. I see that basically it's Flare, cast 3 times at once in exchange for 71% longer delay between uses. I thought that was kind of cool when I first saw the skill, as it fills in nicely for Flare in multi-target situations. The problem is, few players are concerned with filling in for Flare in any situation, and being a half range spell is a killjoy.
Suggestion
Lava Arrows is a quirky skill that should retain its quirky niche as "Flare, distributed differently". If you remove the half-range restriction, it would really boost up this skill's chances of hitting a bar (along with Ice Spear, frankly). Of course, I don't have access to your massive datasheets about what skills are and aren't on bars, so I may be all wet. :]

Lava Arrows is an essentially weaker version of Flare with the only upside being a (somewhat) AoE function. The suggestion below changes it to aim all three projectiles at one target, like Dancing Daggers. However because it would be a full range skill this would require having a fire skill recharge on your bar (Fire Attunement and Double Dragon for instance). If this is too powerful the bonus effect could also scale the number of recharge Fire Magic skills needed to send another projectile (ex: One additional projectile for every 3...1...1 recharge Fire Magic skill.)
