Change cost to 4 adrenaline, duration to 10 seconds, and reduce recharge to 5 seconds.

NEW IDEA

"Chant. For 20 seconds, conditions on all allies within earshot last 0..X..33% less. Whenever an ally uses a signet, durations of conditions on that ally are halved."

Unstackable, diminishing returns for multiple signet uses.

OR

At least drop the recharge to 10 sec.
