Forces rangers into condition spam/interrupt spam roles

Issue

Prevents people from thinking outside the box, forces rangers into condition spam and interrupting as that's what's "accepted".

Suggestion

Buff other bow elites, change crippling shot to

10 bow attack 2 "Elite Bow Attack. Cripples target foe for 1...7...8 seconds. If it's blocked, target for is crippled for 1...7...8 seconds and takes 1...13...16 damage, and this skill is disabled for 6 seconds".

• Since the arrow is blocked, apply poison would not cover crippled.
• Nerfs condition spam.
