My idea is that experience is gained through attacks, rather than kills. this is logical, as in real life people become better at doing things the more they do them, rather than the number of end results they get - in the same way that someone learning Origami gets better at it the more they do it, even if they fail repeatedly to get it right, a hero swinging a sword at a monster will gain sword skill by the action of swinging the sword, even if the monster then bites his head off. However, it also makes sense that if the hero kills the monster, he will get better at killing that kind of monster - perhaps a dual experience meter, one part for weapon skills, which increase with the use of the weapons (including magic and technology), and the other part for world skills, which increases with quests done, monsters and enemies killed, and exploration. For example, while fighting against some large one-eyed monsters of a type that the hero has fought many times before, he levels up his weapon skill and can choose a new attack or something like that, and after killing another of them he levels up his world skill and can unlock a special finishing move for that type of monster which can be used when it is weak enough - so a warrior with a greatsword could climb the monster and plunge his greatsword into its eye, then leap backwards off it while withdrawing his sword, and, spinning in mid air, cut its throat. Or maybe an Elementalist freezing or burning its eye, an Engineer climbing it and shooting into its eye numerous times, a thief dodging behind it, cutting its hamstrings, then jumping on its back and shoving a knife into its brain, a Guardian smashing it backwards with his shield and stabbing it in the underbelly, a Necromancer getting dead hands to grab its legs before stabbing it in the eye with his staff, or a Ranger shooting it in the eye and, when it rears up, shooting it through its open mouth into its brain.
