My suggestion is for the appointment of Moderators to oversee matches in the various PvP Arenas, to curb the number of players who consistently and repeatedly leech to the detriment of their teams. Moderators could be drawn from a pool of Anet staff who would spend an hour or two daily overseeing games, alongside a pool of players who volunteer and subject to vetting and approval would be appointed for the purpose by Anet. Such players would be required to sign up to a CoC by Anet in the knowledge that any abuse of their position would result in the removal of that position and possibly the suspension/termination of their game account. Moderators would issue 3 warnings to a player who was not actively participating over a period of say 5 minutes, advising them if they continue to remain idle, they will be removed from the arena and prevented from further participation in all PvP arenas for 1 hour. Players could also be advised that going idle for 2 minutes and then participating then going idle again would be grounds for removal. If a player received 3 such removals in an 8hr period, his account could be suspended from all PvP for a period of 24 hrs in the first instance, 72 for second and a week for 3rd. Receiving a week long PvP ban would trigger a review of the player account by Anet and a decision could be taken whether to suspend further or ban the account entirely. Player moderators whilst not being given removal powers, could be given use of a Red Flag Report system, which would trigger the arrival of an Anet moderator who could then follow the steps outlined above.
This could also aid in the identification and removal of the Bots believed to be currently utilised in Jade Quarry, currently believed to run to about 20 in number, the vast majority of which are on the Luxon side due to the shorter wait times to get ingame. It also has aspects which could be rolled out gamewide.
Any game in which a Moderator/Player Moderator took action would automatically be recorded just as the high end GvG games are, this would enable real time review not just by Anet but the wider playing community to allay any suspicion of wrongdoing on behalf of player mods and Anet mods and also as a reminder of the perils of acting illegally.
