With the current information available, it appears that an entire account will be tied to a specific home server. For the most part, this is just fine because of the guesting feature that allows you to hop servers to play with friends. However, it does also lock you into a specific server for WvW. It is pretty much unavoidable that some servers will suck for WvW either due to low population or a more PVE-centric user base. At that point, the player only has one option available if they want better WvW - to pay for a home server transfer, which as of the beta appears to be roughly $20. Depending on how choosing a home server works, it may also be possible to delete all your characters and start from scratch elsewhere, but there haven't really been any details and that would be a horrible option anyway.

This seems a little scary - a choice made at the beginning of your GW2 career locks you into a server unless you want to pay more. However, we can't make it unrestricted and free either, or there will be a significant skewing of transfers to the highest ranked WvW servers. Instead, maybe a system where it would cost money to transfer to the top 25% ranked WvW servers at the time. All other servers would be a free home server transfer from anywhere, with a time-restriction (once per 7 days or whatever), and disallow transferring to any server that is currently battling your home server in WvW. I believe this would encourage several things - players would not be afraid of choosing the wrong server (which leads to a similar population skew since everyone would head for the high pop servers to be safe), players on high pop servers that keep hitting overflow or other issues could transfer for free to lower pop servers, and it would provide options for players who wish to WvW but accidentally started on a bad home server.
