I think that preparations should be
- Counted by the number of arrows you prepare, not the time it lasts
- Stackable. In real life, you could put poison on more arrows. Assuming the bow never runs out of arrows, which, in Guild Wars, it doesn't, you have an infinate number of arrows to prepare
- There should be some exceptions, too, such as "read the wind", as the idea there is that you use the wind to your advantage, so you couldn't prepare an arrow in that way.
