The idea of makeover credits is a good one. However I think that some people (myself included) are somewhat put off by the fact that the only way to get them is to buy them from ArenaNet. As much as I would like to give my Paragon a haircut, I'm not not going to spend $10 to do it. For the same amount of money I could unlock every skill in one of the campains.
While I don't object to ANet getting a little money from people resigning their characters, I believe that players like like me would be more inclined to use this funtion if there were an ingame way of getting makeoever credits.
So I had this idea, what if a player could get makeover credits from one the Zaishen Coin traders?
Here is how it would work, a person would go one of the traders (Pokhe for makeover credits or Jessie Llam for extreme makeover credits), and the credits will be automactic added to you acount (instead of as an item in your inventory).
Since Zaishen Coins can't be traded among players, and there is no item from the transaction, this would prevent players from selling them to other player.
Players that don't want to watse their Zaishen Coins on makeover credits could still buy them from the online store.
