Shadow of Fear:

, changed functionality to: "Hex Spell. Deals 20...52...60 shadow damage. That foe is Hexed with Shadow of Fear for 2...10...12 seconds. While Hexed, allied Spells take twice as long to cast on that foe.
Reasoning:
- Shadow of Fear was... Pretty much standing in the shadow of Faintheartedness as the lower cast time and health degeneration
outclassed the adjacent AoE.
- New version should be a lot more useful.
IMPORTANT NOTE: If this change is to be implemented, ranged DPS needs to be toned down (which it needs to be anyways).
