Reasoning:

  • The fact that Assassins could skip their Lead Attack twice on the same conditionality has always lead to problems. We've had Shadow Prison Assassins, Backbreaker Assassins and Palm Strike Assassins. All these builds were/are extremely gimmicky because they could use the two most powerful Dual Attacks (Twisting Fangs and Blades of Steel) in quick succession, leading to 12345 combo's. It should be obvious by now that skipping the Lead Attack twice is not balanced.
  • Now, to balance these skills out, I took into consideration the fact that it's a lot easier to get Enchanted (you can ask your monk to do that) than it is keep your target Hexed (since they can be removed). Of course, it is the hardest to knock your opponent down. For these reasons, the energy gain is higher for the harder-to-meet conditionals.
  • I realise that Palm Strike basically does the same thing and worse balance-wise, I will come to this skill later.
