I suggest that blank mini-pets (unusable) are available through side-quests, each blank mini-pet, depending on which quest it is gained through, will have a different rarity (eg. white, blue, purple, gold and green), and each rarity will affect which form the mini-pet takes. Each quest will get progressively harder up until green, the white quest should be a quest a available in the tutorial area, the blue quest should be available to characters that have just left the tutorial area...these quests will appear at intervals in the story line except green, which will be available through a quest once the game has been completed. The difficulty of each quest will also got harder as rarity increases with only a dedicated few attaining the green blank mini-pet. Each quest can only be completed once by a character.
Each blank mini-pet will activate at a random time, while in combat, to assume a form. This form is pre-determined by how the character is in battle (eg. inflicting condition, dodging attacks), how they re-act in active events (eg. saving towns, destroying towns, completing them in large numbers, failing an active event), the race they chose and the profession they chose.
I will give an example of how a mini-pet would change: A character attains a blank mini-pet, this mini-pet would take the form of a human merchant, he trades it to a another player who likes to inflict hexes, the mini-pet gains a glowing purple aura. This character trades it to another who creates undead minions, and the mini-pet would be carry a cursed book. This mini-pet is then traded to a high-level character who has never died and the mini-pet gains a healthy complexion and becomes handsome...
This system would result in each mini-pet being unique but would still encourage trade in mini-pets between players. A few hard to get qualities would increase the price of certain mini-pets (such as the high-level character who has never died).
I have also created a chart of what each rarity of blank mini-pet would make once it has gained an effect.
