We have been told how the main struggle in Guild Wars 2 is against the dragons, who are forces of nature and have been properly portrayed as towering monstrosities. That's great for the first chapters of the game - there are few more iconic villains than a dragon. However, for the later pieces of content, I would like to change that concept a bit.

Cantha has been known as the Empire of the Dragon. The Movement of the World text explains that the newest emperors have been tyrannical to the point of xenophobia. I would like to suggest, then, that the villain in Cantha would also be a dagon - but not one in the form of a physical entity, rather a purely metaphysical being who exists only within the blood of the Canthan Emperor's lineage. He would have been asleep during the time of Factions, explaining why Kisu and many of his predecessors were benevolent emperors. With the awakening of Primordius and the others, thought, this dragon would have stirred and made itself manifest through the entire Canthan royal lineage. Unlike Primordius and the destroyers, or Jormag and the Nornbear, the Canthan emperors and their family wouldn't be just minions of the dragon - they are the dragon, as far as it may be defined corporeally.

The player characters would see themselves forced to fight against an oponent more powerful than just an evil emperor, at the same time they face the idea of having to destroy the entire imperial lineage in order to stop this foe.
