Since they simply go with your character and don't change things except for look Why not add a Festival hat/costume dude to pre to allow pre searing characters access to hats/costumes opened on the account but leave it as is where all hats had to be earned in other ares, and just have the hat maker be like "I've travled the world and seen these cool hats want one?"
