The "Mind" skills (barring Mind Blast) need a PvE version. No elementalist can afford the exhaustion associated with these skills in the latter areas of PvE. With large mobs and hardened foes in those mobs, a mere 80-120 non-armor-ignoring damage to a single target at the cost of 10 points of exhaustion is not an option.
If you have more energy than your target, you deal the extra damage, get the extra condition, you do not suffer exhaustion, and maybe you lose an extra 5 points of energy.
With this put into place, the Ele now has an option of bringing a useful single-target Elite which doesn't hog energy from other, heavier spells, making them more versatile.
Second Thoughts[edit]
Perhaps, instead of reducing the drawbacks of the spell, make them truly deserve the Exhaustion. Increased Burning duration, increased snare duration, increased KD time (maybe), and really, REALLY crank up the damage. Instead of spreading the love with an AoE elite, focus all that damage on a single target to do massive damage on that one priority target. Obviously this will need careful consideration when it comes to PvE Mobs (I'm thinking about Drakes and their access to all 3 of these at any given time...*shudder*).
