Withdraw hexes is never considered for use, even in Hex heavy areas of PvE. Peace and Harmony dwarfs this skill in usefulness and play time. The problem is that this skill costs an incredible amount of energy for a monk. Granted, removing every hex should not be cheap, but with the limited AoE range, you will quickly run out of energy. And given that this skill takes an age to recharge in Hex heavy areas, you would almost need another Hex removal, proving that this elite does not even give bar compression.
My suggestions are as follows:
Withdraw Hexes 5 1 12 Enchantment Spell. Maintain Withdraw Hexes on target other ally. While you maintain this enchantment, hexes targeting that ally take 100% longer to cast. When this enchantment is removed, that ally loses all hexes. 50% Failure at Divine Favor 4 or lower.
Withdraw Hexes 10 1 15 Enchantment Spell. Remove all hexes from target other ally. That ally can not be the target of hexes for 0...1...1 second for each hex lost in this way.
Withdraw Hexes 5 ½ 12 Spell. Remove 1 hex from target ally. If that ally is still under the effects of a Hex, this skill recharges instantly.
Withdraw Hexes 5 ¾ 18 Spell. Target touched other ally loses all hexes.
Withdraw Hexes 10 1 5 Spell. Target Ally loses all hexes.
