Update the HoM to allow for placement of EL tonics in the mini monument. All of them, or just the new ones, either way doesn't matter. Dedicate them like the minis to remove them from the market, of course, but keep a way for players to dedicate their own spoils for birthdays and reap GW2 rewards (vs. buying them from other players).
