PvE: Players should be reportable in PvE for leeching as well, when they stop playing in the middle of a mission so that the rest of the party will finish it without them, or during a quest for similar reasons. Dishonorable for them would prevent them from joining parties or (possibly) from entering missions, and prevent them from getting credit for the mission or quest they were currently leeching on.

PvP: I now speak directly to you, Anet. Ban repeated leechers. They contribute nothing to the game, simply annoying other players, and they get rewarded for it! I propose that after being reported by 3 players for leeching, a player should be evicted from the round and lose all faction gained during that round; after 3 occurrences of this within a day, the player would lose all faction in their bars and gain 60 Dishonorable points; and after 5 occurrences of that within a week, the player would receive a temporary ban of 24 hours. Every time a 60-Dishonorable point infraction occurred within a month of the previous infraction, an additional 12 hours would be tacked onto the ban - when this ban reaches 48 hours, the player will be banned for a month. Every time the player receives a temporary ban for leeching, that player will be banned for a month, or possibly forever, depending on the amount of time between the infractions.

Personally, I think this is rather lenient for people that make their in-game living by making life difficult for other people for hours or days at a time.

Elaboration: Some seem to think that this is a harsh punishment. We're talking about being reported by 9 people a day, 5 times a week for a 24 hour ban. The current system simply isn't fair to the people that have to suffer for their "teammates" that contribute nothing to the team and reap rewards far more than anyone else is getting (considering they're leeching 24/7 while normal players can play for only a fraction of the time).

Yes, I do understand real life comes up. If "real life" comes up 3 times a day to the extent that you're a severe detriment to your party, maybe you need to reconsider at what times you play.
