Very underpowered.

Suggestion: 10 1 10 Enchantment Spell. Remove one condition and one hex from target ally. If a condition is removed, that ally gains +0...5...6 health regeneration for 10 seconds. If a hex is removed, that ally gains 0...8...10 health per second for 10 seconds.

This makes it a viable hex and condition removal, but the energy cost and recharge prevent it from being overpowered.
