(if tl;dr just skip to "the skills" halfway down)

Hexway is proving very dominant. It frequently takes halls for hours at a time and has invaded the higher level gvg play. It's a problem because

A) It's both powerful and brainless. Lingering curses necros literally just tab hex, and people still win with it even when you got mesmers throwing VoR on mesmer hex stacks.

B) The sheer scope that balanced builds have to cover these days goes from complete melee builds like dongway to pure spike to 50000 hexes. Covering all bases practically requires 2 highly skilled interrupters and a pnh, which is an absurd amount of resources to dedicate. Gimmicks are proving much better than balanced in Hall of Heroes.

C) People have discovered that because an empathic, convert hexes, or pnh player is required to even play these days, that only two hex builds exist: The kind that simply goes overkill and hopes to swamp the hex removals or the kind that only brings hexes that don't need to last long to have an effect like diversion and shame. The kind of builds that run a medium amount of hexes are completely destroyed. Yet again stale meta as any kind of "normal" build type is just squashed.

The solution is simple: Encourage hexes but not mass hexes by reworking NEARLY ALL hex removal skills to work on stacks, and add some party wide hex removal to counter "nearby" hexes. At the same time, to encourage normal use of hexes by reducing the effectiveness of singular hex removals.
